ETHICS & ECONOMICS DRIVING 'END OF LIFE' DECISIONS by Paul Likoudis, The Wanderer, June 2006 In his last months, Pope John Paul II and his household, acting under his direction and wishes, demonstrated the right way to die with dignity. As a cynical American doctor commented, "if we brought the Pope into our hospital, we could have bilked the system for millions, for extreme levels of 'ongoing care' of surgeries, high-level diagnosis and treatment, and kept him alive for a long time." The Pope's example comes to mind as politicians, the health care industry, families and individuals cope with the realities of our partially-socialized, chaotic and profiteering health care system which exploits both the patients and the providers - doctors, nurses and others - to the benefit of the commissars, i.e. the politicians and business interests who manipulate and profit from a system that is stressing the whole society with its gluttonous appetite for resources - including patients. The crisis in American health care, visible to all - politicians, patients and providers - offers a prime example of the chaos that results from abandoning Catholic principles of subsidiarity and personal responsibility where the people directly involved - whether patients and physicians, or, in the case of education, parents and teachers and students - have little or no direct control over health care, education or any other provision for human needs. <SNIP><SNIP> [A] raucous debate among pro-life activists in New Hampshire [has] pitted the Catholic bishop and New Hampshire Right to Life against the National Right to Life Committee (NRLC) and its New Hampshire affiliate, Citizens for Life over new "end of life" legislation. <SNIP><SNIP> SHAPE OF THINGS TO COME IN NEW HAMPSHIRE On May 24, the New Hampshire House passed, 168-165 new "end of life" legislation, already passed by the Senate, that "updated" state laws on "advanced directives," i.e. living wills and durable powers of attorney for health care. New Hampshire Gov. John Lynch is expected to sign the bill, which critics charge will open the way for the state's hospitals, nursing homes and other care centers to "pull the plug" on the elderly ill and the permanently mentally or physically disabled. The 26-page bill, denounced as "extremely confusing" by both legislators and pro-life activists because of phrases filled with triple negatives, gives medical facilities "a license to kill the developmentally disabled," said Rep. Tony Soltani, R-Epsom. The bill, Wanderer reader and well-known pro-life activist Warren Goddard told this reporter, would never have passed the House had it not been for the lobbying efforts of Roger Stenson, head of Citizens for Life, an affiliate of the National Right to Life Committee, because it was opposed by all of the state's pro-life groups, as well as by the Catholic Church. After the bill passed, New Hampshire Right to Life issued a statement which said, in part: "A small band of usually pro-life activists has succeeded in passing the pro-death legislation known as HB-656 by a heart-breaking margin of just 3 votes during today's [May 26] Committee of Conference. "The so-called 'Citizens for Life' group, led by one Roger Stenson, summarily ignored this legislation for months and months while other NH pro-life groups earnestly worked very hard against HB-656. Then, just hours prior to our last chance at blocking this bill, Roger Stenson issued a press release supporting the bill. He did so knowing that NH Right to Life, NH Pro-life Council, Cornerstone Policy Research, the House Republican Alliance, the Union Leader, and the NH Catholic diocese led by Bishop John McCormack all formally opposed the legislation.... " Mr. Stenson's press release was printed and circulated in the State House by our ideological opponents in order to confuse some legislators into supporting HB-656...." The most insidious aspect of the legislation, wrote Pamela F. Hennessy, founder of the Partnership for Medical Ethics Reform, in an editorial for the North Country Gazette on May 22 is that it gives the medical center or nursing home - not the patient or his physician - the right to determine medical care is needed - or ended. Zeroing in one passage in the bill, added at the last minute in conference after the Senate passed its version, which states: "IV. Nothing in this chapter shall be construed to condone, authorize, or approve (b) The withholding or withdrawing of medically administered nutrition and hydration or life-sustaining treatment from a mentally incompetent or developmentally disabled person, unless such person has a validly executed advance directive or such action is authorized by an existing guardianship or other court order, or such action is taken in accordance with the facility's standard protocol as applicable to its general patient population" Hennessy observed: "That small cluster of words can easily be construed to mean that a hospice ethics committee would gain the green light to do as they damn well please, whether or not you've directed differently. In sum, if they want to deny you treatment or care, they now have an out.... "Hospital ethics committees are not groups of doctors who interact with patients, families or caregivers of the patient. Rather, they are people who protect the legal interests of the hospital or nursing home, particularly when disputes over care arise. To a great degree, they mind the company store -- not necessarily the customer.... "At least one insider has stated that the Partnership for Caring (a seemingly pro-assisted suicide beneficiary of the Robert Woods Johnson Foundation, NJ) has had a hand in promoting this act. The Partnership has a long and glorious history of minimalizing terminally people and this nation's elderly -- like so many disposable lighters. "RWJ Foundation helped to fund the Project on Death in America, a group that, in the 1990s, set out to change both public perception and public policy on withholding and withdrawing care from elderly, disabled and terminally ill human beings.... "These days, the value of your life can be defined in how much you cost. The higher the cost, the lower your value. It is then that ethics committees and futile care practices kick in and what you believed was your right is nothing more than a stumbling block. We will gather at 6:30pm.   Call NHRTL at 626-7950 or write life@nhrtl.org for details.   Bishop McCormack Announces Opposition to HB-656 regarding "Do Not Resuscitate Orders" and "Living Wills" Read the Bishop's terrific appeal to the legislators, and the excellent analysis by ethicist Dr. Peter Cataldo on the Diocese website or by this Acrobat Reader PDF file.   The out-of-date, non-amended version of the bill is at this webpage and a very long, albeit misguided, amendment attempt appears a bit more than half-way down this webpage.   PLEASE look up contact info for your legislators at this link, and implore them to stop HB-656 in its tracks -- no amendments are worthwhile.  NHRTL offers a big thank you to the Bishop, Dr. Cataldo, and all motivated pro-lifers working against HB-656.   LETTER  FROM  NHRTL  PRESIDENT  DARLENE  PAWLIK ON  THE  SUPREME  COURT'S  PARENTAL  NOTIFICATION  DECISION        Please think through the news reports and logically consider what Attorney General Kelly Ayotte was asking the Supreme Court to decide in Ayotte vs. PPNNE.   This would provide for a parent or guardian to be notified (not to consent) 48 hours before a minor girl could submit to an abortion.      Please don't let Planned Parenthood deceive you into thinking there would be any danger to girls because of the Parental Notification Statute.   Real Physicians enjoy exemption from liability if they feel their patient is in legitimate jeopardy.   Abortionists would be protected if their pregnant minor patients were in immediate danger.   The law would give parents the opportunity to Parent their own children.   The very thing Planned Parenthood opposes.   The Law also allows for a judicial bypass if the minor girl feels she cannot go to a parent or guardian.      Far too many women have been in silent torment for years ashamed, guilt ridden and plagued with difficulty in decision making, maintaining relationships and holding a job.   Some women have told me they were completely oblivious to the reason.   Many cite drug use, alcoholism, eating disorders and suicidal thoughts after their abortion.   If parents have an opportunity to know why, these behaviors can be dealt with. Kathy Souza, Dan Genneralli, Roland Nobile, John Murphy, Warren Goddard, Richard Lalmond, Darlene Pawlik, John Grzesik, and Jim Rioux. The newly formed board proceeded to elect officers of the NHRTL Board:  Darlene Pawlik as President, Betty Breuder as Vice-President, Warren Goddard as Chairman, Richard Lalmond as Treasurer, and John Murphy as Secretary.    Jim Rioux was confirmed as Educational Trust Chairman.  Former Board president Ed Holdgate declined to run for a trusteeship, but was confirmed as NHRTL Political Action Committee Chairman. John Lynch, rendering the abortifacient drug (egregiously called the "emergency contraception" or "morning-after" pill) available without a prescription.   Even minors will be able to get it without any need for parental consent or notification.   This new law is a consequence of the last election, so please remember this next time you vote.     Republican Leader Found as Paid Lobbyist for Abortion Drug Co. During the battle over SB-30, a leading Republican on the NHGOP Executive Committee was discovered to be a paid lobbyist for Barr Laboratories / Barr Pharmaceuticals -- makers of the Plan-B abortifacient drug.   NHRTL sought the resignation, firing, or at least "censure" of Maura Weston by the NHGOP due to the conflict of interest from simultaneously helping lead the (professing) pro-life NHGOP  (see the pro-life plank in the platform) while she was also being paid to promote the multi-billion dollar abortifacient drug company.   A letter (Acrobat Reader PDF or MS-Word) was presented in person by NHRTL to the Republican Executive Committee.  No one on the NHGOP Executive Committee made a motion after over an hour of "discussion" on the subject, so nothing came of it.  Pro-life voters will want consider this offense to pro-lifers before deciding to donate money to the Republican Party.  Many earnest pro-lifers donate money only to trusted, documented, pro-life candidates.   NHRTL Applauds US Supreme Court Attention On May 23,2005, NHRTL issued a press release when news arrived that the US Supreme Court would hear the case about the NH pro-life "parental notification" (not consent!) law passed by the NH House, NH Senate, and signed by then Gov.
